How to Get a SIM Card and Debit Card in Iran as a Tourist

One important thing international travelers should know before visiting Iran is that foreign bank cards generally do not work in the country.

Due to international banking sanctions, debit and credit cards issued by foreign banks, including international Visa and Mastercard cards, are generally not accepted through Iran’s domestic payment network.

Additionally, because of inflation and the denominations of Iranian banknotes, exchanging foreign currency into Iranian rials may leave you carrying a considerable amount of cash.

For these reasons, I recommend obtaining an Iranian debit card to make your daily payments easier and reduce the need to carry large amounts of cash.

Benefits and Features of an Iranian Debit Card

• Less cash to carry: Pay for everyday expenses without carrying a wallet full of banknotes.
• Personal PIN: Your card has a personal identification number (PIN) known only to you.
• Long-term validity: The card can be valid for up to five years, allowing you to use it on future trips to Iran, provided it remains valid and operational.
• Wide acceptance: Make payments at businesses equipped with terminals connected to Iran’s domestic banking network.
• Currency exchange and card top-ups: Request the exchange of your foreign currency and have the equivalent amount in Iranian rials deposited directly into your linked bank account.
• Travel-related payments: Use your card at tourist attractions, restaurants, hotels, and Iranian applications such as Snapp, Iran’s popular ride-hailing service similar to Uber.
• Online shopping and SIM card top-ups: Access online payment services when your Iranian mobile number is linked to your bank account.
• Money transfers: Transfer up to 100 million Iranian rials (100.000.000 Rials ~ 40USD in 15th Oct 2026) per day to another bank card.
• Daily purchases: Make purchases according to the applicable banking transaction limits.
• SMS notifications: Receive transaction notifications and remaining balance information on your mobile phone.
• Issued through an official Iranian bank: The card is issued through an officially recognized Iranian bank, such as Bank Melli Iran.

Important: Your debit card comes with an initial balance of zero Iranian rials. You will need to add funds to the linked account before using it.

The FIDA Code is an identification code issued to foreign nationals in Iran. It is used to register, verify, and standardize their identity information, including converting personal details into Persian.

Obtaining this code is a necessary step before applying for an Iranian SIM card or debit card.

Documents Required for a FIDA Code Application

Before starting your application, please prepare the following documents and information:

1. A clear image of the personal information page of your valid passport.
2. An image of your issued Iranian visa or valid visa extension document.
3. A color photograph of the applicant.
4. A selfie taken using your mobile phone camera during the application process.
5. A mobile phone number belonging to the applicant. Non-Iranian phone numbers are also accepted.

Government fee for obtaining a FIDA Code: Free of charge.

Important Notes When Applying for Your FIDA Code

To avoid unnecessary complications or delays, please pay attention to the following instructions:

• For passports issued by Arab countries, if several names appear consecutively, the first name is considered the applicant’s given name, the second is treated as the father’s name, and the remaining names are considered ancestral names.
• Make sure the entire passport information page is visible, clear, and readable.
• If your passport contains only a given name and the surname field is empty, you must repeat your given name in the surname field. The reverse also applies: if only a surname is provided, repeat it in the given name field. This may be relevant to certain passport holders from countries such as India, Pakistan, and Afghanistan.
• Each uploaded image, including photographs and document images, must not exceed 500 KB.
• Document images should be properly cropped, showing only the document itself without any unnecessary background.
• Applicants are responsible for the accuracy and authenticity of their submitted identification documents.
• If your identity cannot be verified at a local Irancell or MCI representative office, please visit the operator’s central office.
• The FIDA portal is accessible only through an Iranian IP address. If you are applying from outside Iran, you will need a VPN with an Iranian server.
• Once you have completed all required fields and your application has been approved, your FIDA Code will be issued immediately.
• Keep your FIDA Code somewhere safe. You may need it again when applying for other services in Iran.

You can apply for your FIDA Code only after your Iranian visa has been officially issued.

This means you must have completed one of the following procedures:

• Option 1: Obtaining Your Visa from an Iranian Embassy or Consulate
  You have visited an Iranian embassy or consulate abroad, paid the applicable visa fee, and received your issued Iranian visa (Issued Visa).

• Option 2: Obtaining Your Visa Upon Arrival in Iran
  You have entered Iran through one of its international airports, paid the applicable visa fee, and received your visa.

 

When Is the Best Time to Apply?

I recommend applying for your FIDA Code as soon as possible after arriving in Iran.

Once you arrive at an Iranian airport or cross a land border, connect to an Iranian internet network and complete your application.

You can use your hotel’s internet connection, a shared connection provided by your tour guide, or another internet connection within Iran.

After receiving your FIDA Code, you can proceed with your SIM card and debit card applications, saving valuable time during the first days of your trip.

Important: Public Wi-Fi and free internet access are not generally available in Iran. Due to security restrictions, you should not expect to find accessible public Wi-Fi at airports, land border crossings, restaurants, cafés, or other public places.

To access the internet during your trip, you will generally need to use your personal internet account provided by your hotel or your own mobile data connection through an Iranian SIM card.

Tip for registering on the FIDA portal: If you need an internet connection to complete your FIDA Code registration, you may ask your driver or tour guide to temporarily share their mobile internet connection with you.

Please use this option only for the FIDA registration process. Using your guide’s internet connection for other purposes or for an extended period may raise security concerns for both you and your guide, even if the risk appears minor.

Whenever possible, use your own mobile internet connection or your hotel’s internet access for your regular online activities.

To obtain your Iranian SIM card, follow these steps:

1. Obtain your FIDA Code.
2. Visit a sales booth or an authorized office of an Iranian mobile network operator and request a SIM card.
3. Present the required documents, including your passport, valid Iranian visa, and FIDA Code, and pay the applicable SIM card and service fees.
4. Receive your SIM card and complete the activation process.

Please note: SIM card activation may take up to 24 hours.

If you would like to obtain an Iranian debit card, the application process is as follows:

1. Obtain your FIDA Code.
2. Submit your debit card request through your Iranian travel agency.
3. Provide images of the required documents, including your passport, valid Iranian visa, and FIDA Code, and pay the card issuance and service fees.
4. Provide your mobile phone number to enable the removal of the per-transaction withdrawal restriction.
5. Your debit card will be issued, usually within one business day.
6. The card will be sent to your designated collection location and handed over to you (in Iran).

Iranian Debit Card Fees

I work with a third-party service provider under a cooperation agreement for Iranian debit card issuance.

The total cost of issuing your debit card and handling your application is: USD 25 or EUR 22

Of this amount, USD/EUR 15 covers the card issuance fee, while the remaining amount covers application handling and follow-up services.

 

Iranian SIM Card Arrangements

In many cases, Iranian mobile operators are not permitted to hand over a SIM card to anyone other than its registered owner. For this reason, I recommend collecting your SIM card in person after arriving in Iran.

However, if the mobile operator’s regulations allow it, I can also arrange to collect the SIM card on your behalf.

 

Delivery to Other Cities in Iran

If you would like your SIM card or debit card delivered to a city other than the place of issuance, additional coordination and delivery time may be required. Please consider this when planning your trip and placing your order.
